We are looking to appoint two Principal EIA Managers/EIA Technical Directors to lead the EIA of future tidal lagoons in the Severn Estuary and North-West and associated projects throughout the UK. We are looking for confident self-starters with excellent communication and teamwork skills able to take technical and commercial responsibility for all aspects of our future lagoon projects. This role would be based in our head office in Gloucester (at least part-time) and would report to the Head of Environment. Key responsibilities and accountabilities: EIA coordination for future lagoon projects, including responsibility for technical review of material from specialists and quality assurance of deliverables.  Also associated assessments required in relation to Habitats Regulations Assessment and Water Framework Directive. Environmental input associated with any licencing requirements. Stakeholder consultation – building relationships with both statutory consultees and other groups/members of the public, representing Tidal Lagoon Power at external events. Liaison with other internal teams – in particular engineering and consultation teams. Commercial and financial management – including budget estimates, review and monitoring. Programme management – to ensure delivery programme is maintained. Procurement – tender review and evaluation for specialist support and survey work. Mentoring and development of junior staff. Skills, Capabilities and Knowledge Good first degree in a relevant environmental discipline, preferably in a marine subject (e.g. marine ecology, marine engineering, oceanography or similar). MSc or other post-graduate qualification in a related environmental area (particularly EIA or environmental management). 10+ years’ experience in leading and coordinating EIA projects for major infrastructure projects – including all stages of EIA – preferably in the marine or coastal environment (in particular the energy or renewable energy sectors). Experience of leading and managing a multi-disciplinary team of specialist consultants and working closely with engineering designers. Able to carry out technical review of EIA chapters and be responsible for ensuring appropriate quality assurance for EIA deliverables.  Strong report writing skills and substantial experience of ES preparation. Previous experience and familiarity with the requirements of both national and international legislation including Habitats Regulations Assessment, Water Framework Directive, Floods Directive and Marine Conservation Zones. Experienced in the development of environmental mitigation proposals, including engagement and liaison with statutory consultees. Commercially aware with proven track record of financial project management, proposal review and evaluation and tendering/procurement.  Role would include responsibility for budget control and management. IT literate – GIS knowledge an advantage. Direct experience or at least familiarity with the requirements of the Planning Act 2008 and the DCO process in England and Wales. Experience of stakeholder consultation, including presentations. Full driving licence. Ability to travel within the UK to undertake site visits and stakeholder meetings. It would be advantageous to have membership of a relevant professional body such as IEMA, CIEEM or similar. It would be advantageous to have expert witness experience or direct experience of Public Inquiry or Examination process.
